So as long as you 'caveat' things enough you can't be responsible for any recommendations or information that you pass on. Even if you're suppose to be the experts. The following says WHO ADVICE, not what WHO THINKS and yes I see their disclaimer.

WHO advice

Based on information provided by national authorities, WHO’s recommendations on public health measures and surveillance of influenza and severe acute respiratory infections still apply.
WHO does not recommend any specific measures for travellers. In case of symptoms suggestive of respiratory illness either during or after travel, travellers are encouraged to seek medical attention and share travel history with their healthcare provider.
WHO advises against the application of any travel or trade restrictions on China based on the current information available on this event.

WHO risk assessment

There is limited information to determine the overall risk of this reported cluster of pneumonia of unknown etiology. The reported link to a wholesale fish and live animal market could indicate an exposure link to animals. The symptoms reported among the patients are common to several respiratory diseases, and pneumonia is common in the winter season; however, the occurrence of 44 cases of pneumonia requiring hospitalization clustered in space and time should be handled prudently.

Wuhan city, with a population of 19 million, is the capital city of Hubei province, with a population of 58 million people. WHO has requested further information on the laboratory tests performed and the differential diagnoses considered.

As far as responsibility goes - what the hell do you expect? This was January 5 and the WHO had just got early reporting.

In that situation, it is important to get information out quickly. So, yeah, they could have waited until they got all the data they wanted and performed their own independent study of the disease vector and infectivity,, but at least this way they give their best info as fast as possible.

They obviously were planning on doing further follow up on this issue - and they did. They just didn’t have that info yet on January 5.

So once they did their assessment, the WHO didn’t carry the Chinese party line. Any confusion Trump suffered due to a random WHO tweet should have be cleared up about a week later.

The WHO Director-General reconvened the Emergency Committee (EC). This was earlier than the 10-day period and only two days after the first reports of limited human-to-human transmission were reported outside China. This time, the EC reached consensus and advised the Director-General that the outbreak constituted a Public Health Emergency of International Concern (PHEIC). The Director-General accepted the recommendation and declared the novel coronavirus outbreak (2019-nCoV) a PHEIC. This is the 6th time WHO has declared a PHEIC since the International Health Regulations (IHR) came into force in 2005. (25 DAYS LATER THEY DECLARE IT A PUBLIC HEALTH EMERGENCY. HELL DUSTIN HOFFMAN AND CUBA GODING HAD SAVED A WHOLE TOWN BY THIS TIME)

Again this isn't just a health organization, this is THE World Health Organization. By this time even you knew it an emergency, I'd at least think that they did.

By this time it was to late. With them indicating no need to prevent travel early on (which I can't find when they changed that stance other than 'Oh, I someone arrives having it you need to quarantine them') the cat was out of the bag, the horse had left the barn, the WUHAN Virus had arrived.

Well, to the extent that you want to criticize the WHO, just remember they acted way more urgently than the US, where Trump and FoxNews were downplaying the issue until mid-March.

Singapore closed schools and all nonessential businesses April 7

Dubai went into a two-week lockdown on Saturday night, while the rest of the United Arab Emirates have been under an overnight curfew since March 26

Thailand began a 10 p.m. to 4 a.m. curfew on April 3. The country was already on a week long nationwide state of emergency.

On March 30, Moscow's residents were ordered to stay in their houses and will need passes for their movements.

South Africa went into a 21-day lockdown on March 26

New Zealand enacted a mandatory 14-day quarantine for all individuals entering the country. The country went on full lockdown on March 25.

Colombia began a nationwide quarantine on March 24, with people over the age of 70 told to remain indoors until May

India went into full coronavirus lockdown for 21 days on March 24.

Australia closed non-essential businesses on March 23. On March 31, the most populous state in the country was put into a stricter lockdown.

On March 19, Israel went into partial lockdown — foreigners were already banned from entering the country. On March 25, restrictions tightened further. The country went into full national lockdown for Passover on Tuesday.

Belgium went on lockdown on March 17. The government asked citizens to stay at home and limit contact to their closest family. On March 22, the lockdown was extended to April 19.

On March 16, the European Union banned non-essential travel into the region for at least 30 days.

France closed nonessential businesses. On March 16 it implemented a full lockdown, banning public gatherings and walks outside.

Spain became the second European country to impose a nationwide quarantine on March 14. The lockdown has been extended to at least April 25.

He just has no interest in pushing the Republicans governors to take actions that will hurt their local economies. I doubt he took offense over the Republican governors that were willing to stick their neck out at their own personal risk.
