First of all, it misrepresents what Comey actually said.

Second, it relies on the reader of the article to not understand how the FBI and DOJ normally operate. The FBI operates under the jurisdiction of the DOJ. Ordinarily there would be continuous coordination between the two agencies on investigations.
What happened in this case - and the circumstances that brought about Comey’s questioned judgment - was the appearance of impropriety between AG Lynch and Clinton. It seems that the “tarmac meeting” changed everything and set up this conflict for Comey. What is painfully clear to me (and I suspect most people) is that Comey became grossly concerned with the possibility that the FBI’s investigation would come across as contaminated and Americans would lose confidence in the organization he was overseeing. Thus, going forward he did what he thought he needed to do to maintain the independence of his recommendations as to whether to bring charges.
