His brother is one of those all-powerful sheriffs. In many ways, in Louisiana, sheriffs are almost beyond reproach. They can get away with breaking any state laws, and if properly politically connected, which means to the 'craps, they can skate around federal laws too. It helps when your brother is the corrupt guvnor too. No worries, mate!
That's the same in most all states. Local city and town Sheriffs are your last protection against the Federal government as it should be. They just need to "keep their hands out of the cookie jar".
