Not sure what your point is. No one is obligated to report anything to "the government." That's like asking: so you believe the government should know who has illegal drugs and is about to sell them. Yeah, someone knows, but since they are also involved in the illegal drug trade they are not likely to report it. But, if they get busted selling drugs, they go to jail. Ditto with a pregnant woman. Someone knows she's pregnant. Might be a doctor who says, Hey! congrats! or a spouse or boyfriend or a friend or family member, and of course SHE KNOWS. If she then chooses to murder her baby, and she gets caught, she and anyone who covered for her, participated in the murder, will all be charged with 1st degree capital murder, which brings the chair in Texas.
Does this mean no one will ever murder their baby? Of course not! anymore than the threat of a life sentence or the chair deters some from committing murder, or doing other serious crimes. But, it would place "abortion" where it belongs, right along side those thugs who kill someone for fun or for a little money. And mostly, it would cleanse our society from enabling such a heinous crime. No longer would we tolerate murdering babies. But, no, that wouldn't stop some from doing it.
