    The third to first pickoff move has been outlawed in college baseball

    Pitchers will no longer be required to throw four pitches for intentional walks. You may just choose to intentionally walk a batter.

    Defensive players not allowed to block base w/o ball

    BREAKING: The Playing Rules Oversight Panel approved allowing coaches to have two challenges per game in Division I Baseball if the technology is available. Great news for college baseball.

    MORE:

    *You now may not make a move to be intentionally HBP. If you do, a strike is called.

    *Teams are now limited to six defensive conferences per game.

    *Any ruling on an intentionally hit batter cannot be argued.

    *A proposal to make a 20-second pitch clock mandatory in all of Division I Baseball was rejected.

    *Expanding the 20-second pitch click with runners on base was rejected.

    *An ejection/one-game suspension for entering field of play/your position was referred back

    I still think you should have to throw the pitches to put someone on base...

    There are so many variables in play getting a baseball from point A to point B four times in a close ballgames that could determine the outcome of the game

    I'm ok with the others - but I would like to see a pitch clock in some form or fashion

    I know they are trying to speed up the game some, but pitchers should have to throw the pitch out. Seems like last year one of our opponents had a passed ball on a pitch out that moved our runner up. I know we nearly threw the ball away a couple of times last year trying to walk a batter where a passed ball would have scored a runner. Scared the be-geebers out of me!

    A pitch clock needs to happens.

    The 3rd to first move has always been a time waster. MLB outlawed it long ago. So did Dixie Youth. Not sure about high school.

    Bad move on the intentional walk rule.

    Making a move to be intentionally hit is a bad rule too. I PROMISE you that some umpires will enjoy calling a strike on a guy who simply lets the ball hit him.

    Not allowing blocking base w/out ball will lead to problems too. Especially at home plate.

    In more news, the Division I Council adopted legislation to allow two fall exhibitions, beginning this fall, that don’t count against your 56-game spring schedule. Previously, you were allowed to play games in the fall, but they counted against your 56-game slate. The NCAA informed me that there will be no mileage limit on the exhibition games, though rules regarding missed class time will remain in place. The only bad news is that coaches thought they’d get four games. The Big South Conference put forth two proposals — one that included two games, and another that included four games. And the D1 Council adopted the first option. It’s worth noting that Division I Softball programs are allowed to play eight exhibition games in the fall.

    Definitely need a pitch clock. IMO, you can get into position to make a play at a base without blocking it. I don’t like the intentional walk or HBP rules.

    Pitch clock! Still remember that pitcher from Rice last year (their ace I think) who roamed and stood around so much. Pathetic and shouldn't be allowed.

    Cool!! Kinda like the NFL additional rules that if you're successful, you get an additional one.

    WHY? If you're in college and fall for that, it's YOUR FAULT. Don't like that one.

    • Pitchers will no longer be required to throw four pitches for intentional walks. You may just choose to intentionally walk a batter.
    Indifferent. Rarely does anything happen on those plays past LL

    Always has been the rule. It's called OBSTRUCTION!! Literally the definition....
    Official Baseball Rule 2.00 defines obstruction as:
    The act of a fielder who, while not in possession of the ball and not in the act of fielding the ball, impedes the progress of any runner.
    Comment: If a fielder is about to receive a thrown ball and if the ball is in flight directly toward and near enough to the fielder so he must occupy his position to receive the ball he may be considered "in the act of fielding a ball." It is entirely up to the judgment of the umpire as to whether a fielder is in the act of fielding a ball. After a fielder has made an attempt to field a ball and missed, he can no longer be in the "act of fielding" the ball. For example: an infielder dives at a ground ball and the ball passes him and he continues to lie on the ground and delays the progress of the runner, he very likely has obstructed the runner.

    Little League actually removed the "Not in the act of fielding the ball" as well. They can't block the base without the ball period.

    Once again always been the rule. I guess the only change is that it's now a auto-strike. Great move. With all the elbow guards, players are being taught to keep the elbow out there and take it. Also, it is the rule that the batter must make SOME attempt to avoid being HBP.
