I think #3 is going to happen and I hope #4 will. But I think the potential downside to (at least) the way the Trump team is talking about the process is that it could prevent #4 from coming about. If you spend years saying 'the only way I lose is fraud" and then you lose, and you continue to claim it's only due to fraud, how is that not undermining the system? I think most people can take the comments for what they're worth, but I'm worried about others who have a harder time with reality.
And there is also the matter of the security transfer process needing to get going. Probably still some time before this is critical, but this is where baseless claims would be harmful. If you know it isn't going to change (and who knows what the man himself thinks, but I'm pretty sure many who are pushing for this stuff know better) then it's all just dirty politics (as if there was any other kind) and actually could present a security risk if you refuse to transfer in time.
