You might be thinking of another game. Both those Penn State games were ESPN productions.
The game in 2000 was on ESPN in the northeast at a time when ESPN did regional games in the Noon window eastern time. Outside the northeast it was available on ESPN's Gameday Pay Per View Package.
The 2002 game was an ESPN Plus broadcast that ESPN made available to local stations and regional networks around the country. It was likely picked up by some CBS affiliates in the northeast. In Louisiana it was live on Cox Sports Television.
The 2002 game was a turning point game for Tech in that Penn State came out in tight man coverage in the first half and Luke did a good job of picking them apart. It was a close game at halftime. Then Penn State came out in a variety of zone coverages in the second half and really gave Luke trouble. After that game teams almost exclusively played zone coverage with Luke on the field. His record as a starter for Tech including and after that day reflected those troubles.
The 2002 game was also the game where Penn State's president cornered Reneau in the press box about the Lady Techsters honoring a contract to return a game to Penn State. That led to the game in December 2003 where Amber Obaze hit a game winning shot with almost no time on the clock.

I should have said local TV. I just remember watching it from home, and at the time I didn't have cable. And the 60+ point game was in 2000.
