Examination and treatment for emergency medical conditions and women in labor
(a) Medical screening requirement
In the case of a hospital that has a hospital emergency department, if any individual (whether or not eligible for benefits under this subchapter) comes to the emergency department and a request is made on the individual's behalf for examination or treatment for a medical condition, the hospital must provide for an appropriate medical screening examination within the capability of the hospital's emergency department, including ancillary services routinely available to the emergency department, to determine whether or not an emergency medical condition (within the meaning of subsection (e)(1) of this section) exists.
(b) Necessary stabilizing treatment for emergency medical conditions and labor
(1) In general
If any individual (whether or not eligible for benefits under this subchapter) comes to a hospital and the hospital determines that the individual has an emergency medical condition, the hospital must provide either—
(A) within the staff and facilities available at the hospital, for such further medical examination and such treatment as may be required to stabilize the medical condition, or
(B) for transfer of the individual to another medical facility in accordance with subsection (c) of this section.
My point is that Ronald, Tip, nor any of those passing this mess were thinking about future idiot socialist democrats using it as ammo to take care of illegal immigrants in mass numbers.
I'm also familiar with this crap because I actually live it every day and have actually owned my own business so I understand the negative impact is has on small business. I'm not surprised that you use something you would otherwise defend as a great act of socialism while searching for a way to beat down conservatism.
You are too young to remember that true conservatives were very much opposed to COBRA, but unlike socialist liberals, conservatives have learned how to live with it or get around it if possible.

The real health care damage was done by Reagan’s EMTALA. An individual mandate, as originally required in Obamacare, is a logical necessity if you are going to have a Reagan Rule requiring anyone that shows up at an ER to be screened and possibly stabilized or treated.
I haven't researched it, gone back to look, but I seem to recall Reagan was trying to solve the immigration crisis and made a deal with Tip O'Neill and the Dems to seal the border and he agreed to some provisions to be enacted first, including this EMTALA crap and then the Dems just laughed and never enacted the other aspects of the deal. Trump cited that as the reason he won't agree to Dem proposals until AFTER the border is secured.
