Sorry not football related but wanted it in a place where the most people would see and maybe someone with knowledge could answer.
Is it possible to improve/renovate/build something on a public university campus in Louisiana without putting it up for state bidding? Say locker rooms or a training facility. Would this be possible if not state/public funds are being used, i.e. completely private funded?
If you feel this needs to be moved please do so.

Lease the state ground out to a foundation for a $1 a year for 99 years.....get to building the improvement. All the P5 schools do this.....and it is why you see those foundations push a little bit of the millions they earn to the university.
is it right? i dunno, but it works and cuts out a good bit of red tape. I still think one bubble that no one is talking about it all the debt these foundations across the nation have racked up in the athletic arms race.
ticket sales and donations are down nationwide....the foundations have become reliant on conference TV revenue payout.....and you will start to see major changes in college football and basketball TV as more cords are cut.....
.....some of the middle to lower end P5 schools are going to have a serious gut check.....there are only a few Florida, Alabama, Texas, USC, Michigan and ND type athletic departments out there......Kansas State, Iowa State, Miss State, TCU, Baylor, WVU will the the first that feel the pain.
Thanks. I know LSU has and is planning to do some of this, but I was curious as to whether the rules were being broken, skirted, or if this was a viable option at all levels.
It depends where the lion's share of the funds come from and which entity spearheaded the project. I base that on my own somewhat limited experience with this issue. I know, for a fact, state schools, namely NSU, McNeese, and Southeastern for sure, have all either built from scratch a new building, renovated an existing campus building, or bought/traded-for a privately owned building and then used a variety of funds, including taxpayer money, to renovate it.
LSU has made hay with new construction via the Federal program of Economic Development...having a senior moment and can't recall the exact name of the agency. But the funds are available for ANY public entity to pursue. That can be the state, a parish, a city, and any public-funded school. Pretty much only LSU ever seems to get any of that money. Maybe because no one else ever pursues it.

Yes, if any public entity raises funds independent of public funds, i.e. donations, or a generous benefactor, the "person of responsibility" has absolute discretion on how to allocate said money, within the overall plan of the parent organization.
This example might illustrate this point best.
When SLU (Hammond) developed its Economic Development (Small Business Development Center (SBA)) center, in conjunction with the parish ED entity (Tangipahoa Parish), City of Hammond Planning and Development, the State's LED local office, and Workforce Commission, the Director of the SBDC had authority over the project. The only thing he had to clear was "an okay" from the host university, SLU, since the deal involved swapping some land owned by SLU to the Hammond Airport, for expansion, and the Airport buying an old, empty bank building which was adjacent to campus.
Getting a little complicated here....point is the person in charge of the project, with absolute authority over expenditures, was the "person of responsibility" the Director of the SBDC, who is an employee of SLU.
Now, if it's money "granted" by the legislature "capital outlay budget" then all kinds of rules, restrictions, procedures apply.
Another point...
If someone wealthy, like Hogdawg, wanted to make a donation for a specific project, say, the "Hogdawg Speed Training Center" (such that all Tech football players could run the 40 as fast as he can), he can insist his donation be spent on that project and that project only. No diverting some of the money into a general fund. HD could, if he wanted to, oversee the project too, working with architects and Tech's Facility Manager, to fit this center into the overall plan/scheme of the campus. And since HD is paying for it all, there would be no requirements for the state's bid process.
