College football's power rests in the South and in the Midwest. California can slide into the ocean and take all those schools with it, and college football would barely notice, and just as quickly forget it and move on.

The real danger to "college football" as we know and love it, is the SEC, Big 10, Big 12 deciding to ditch the NCAA in favor of some new arrangement. But, as long as those three conferences hold fast to the NCAA nothing goofy California does will affect college football.

Even the professional leagues (NBA, NFL, etc...) have a hard time keeping their small markets competitive with the larger ones. The NCAA cannot manage this. So, I expect the NCAA will eventually dissolve, and it will be every man (or school) for himself.
It certainly will be the end of G5 programs even being competitive. The three tier system will be even more pronounced. No way someone will choose to go to a G5, if they can even ride the bench in a P5 (especially the SEC or schools like Texas, Michigan, etc...).

Correct. Look at how this would impact the lower level P5 schools, like Arkansas or Mississippi State, who are trying to compete for 4-star recruits with the likes of LSU, Auburn, Florida, etc....

Those kids will never choose the lower rung of the P5 when they have another option. It also means that any player who becomes a star at a lower rung P5 school is almost certainly going to transfer out to take advantage of the opportunities, even if it means transferring within the same league.
