total speculation here, but ... I wonder if a display of remorse or contrition on Rockstar's part could've made for a lighter penalty.
Maybe the decision makers really did have discretion to reduce the suspension, but chose not to exercise it owing to a screw yall attitude from the athlete(s).

I appreciate your righteousness. I really do. But integrity? Are you kidding? Do you really think this stupid little stunt brings our school "integrity"? People everywhere are laughing at LA Tech AGAIN, for shooting itself in the foot. Fans all over CUSA think our school is stupid, and our leadership --who no one here wants to hold accountable-- is out of control. LA Tech didn't earn one ounce of integrity for this.
...are you seriously NOT going to blame LA Tech's administration for any of this? Or Coach Holtz for not preparing a QB2 to take over, when he KNEW DAMN WELL in advance that his QB1 had already failed a drug test??
At exactly what point do you blame coaches for recruiting players with bad character? Or coaches for not preparing backups? Or coaches for not managing their players better with improved policies and checks and balances? At what point do you think we should blame some actual adults?
Arkansas should be looking past all these stepping stone college coaches and looking at high school coaches. For example, Dennis Dunn dominated at Evangel. At Woodlawn and Evangel his record is 200-41. He took Louisiana College from no team to 4 straight runner up conference champs, 1 NCAA tournament, 7 consecutive winning seasons, and even played up against DI programs. He did more without scholarship players than Arkansas has done with them in recent years. At Pineville High School, he didn't do so well, but who ever heard of Pineville? I didn't even know they had a football team until he took over.
After the smear campaign he endured, he deserves a shot.
