    I speculate this could be susceptible to claims regarding substantive due process.

    I mean ... what is qualitatively different about the coaching profession vs. other public officials?

    i thought the same thing. but a college football coach is under much more scrutiny for the performance of his staff and has a limited number he can hire. this may make a college coach less motivated than other public officials to spend public funds on an unqualified employee as a personal favor?
