    Nonprofits can be small businesses. It is just a tax designation and lack of ownership that distinguishes a nonprofit. The forgivable loans to the small businesses were not for the benefit of the owners of the small business - the only part that is forgivable is what is paid to payroll and operating expenses. Thus, this wasn’t really about the small business owner, but the employees and vendors to the small business that would be hurt my the small business not having cash flow.

    Not gonna go down this road...501c3's have to be incorporated, blah, blah, blah... not the point. And neither is the point about their vendors etc...something had to be put on hold, put on the shelf to...wait, I'm going down that road!

    The object was to create this state of suspended animation in the economy. Nobody is working but the business continues to spit out operating cash so that there is less unemployment and the disruption to confidence that it causes.

    International development funds are to keep this crisis from growing in poor countries and then coming right back here after we have things under control.

    "[T]o put it bluntly, the United States will not be safe from this pandemic until the world is safe from this pandemic—without widespread access to a vaccine or countermeasures, cases rebound quickly when quarantines are lifted as has been shown in Singapore and Hong Kong this week," read a letter the CGD sent to House Speaker Nancy Pelosi, D-Calif., and Senate Majority Leader Mitch McConnell, R-Ky., last week.

    The funding for these three international organizations was not an 11th-hour addition; it was included in the original Republican version of the coronavirus bill.
