The answer is "yes". The quality of play for college baseball will be artificially inflated next year as most programs will be allowed to stack their teams with "extra year" seniors. It's probably unfair to the younger players, but in light of current circumstances I don't see a better solution.
Of course, this means there will probably be a deflated level of play 2 years from now, because the younger guys who lost playing time to "extra year" seniors in 2021 won't be developing as fast. There's no way this doesn't hurt the younger players.
