It did make a difference when they shut it down and invoked 14 day quarantines. It is very clear when you look at their data. They didn’t have the testing and tracing Taiwan has. If you can’t identify all your cases, the spread will continue. Tracing is way more efficient in Taiwan because they have universal public health care, too. They have much better data to work with.
