Try this -
He wants to post pics hosted locally on latechbbb (which you could at one point, uploading a pic to bbb), that doesn't work. After we migrated, things like uploading pics or searching for thread does not work.
When attempting to upload a pic on a reply, you get "Upload of file failed".
I'm posting pics hosted from different sites.
Example: go to latechbbb > reply to a thread > click insert image > click from URL > enter URL > uncheck Retrieve remote file and reference locally > click OK

If you post your pics like via Twitter or Facebook (or any other site), you can prob drag and drop your photos in the reply box on BBB.

You can get the url address of the image and go the longer route.Example from above instructions:
- Click Reply
- Click Insert Image
- Click "From URL" tab
- Enter the url of the image: example, https://dbukjj6eu5tsf.cloudfront.net...gin_footer.png
- Uncheck the "Retrieve remote file and reference locally" checkbox
- Click OK
