As one who has been questioning Wood's devotion to his current job, I have to acknowledge....well done Dr. Wood! Long past due. It's those "little things," the kaizen, that allow big things to happen.
I have tried to pay attention to our opponents stadiums. This is not just an issue at Tech. Many of our G5 opponents have dingy buildings. Even some new stadiums already have dingy bleachers and concrete. Just an observation. Not an excuse. We may not be able to afford to clean it every season, but every couple of years we absolutely should.
Resealing (waterproofing) would help, example Texas Tech.

We power wash every few years, beginning about 15 years ago when a company came in with a good price and did Tech, ULL, Texas A&M, and a few others.
It was scheduled for last year but was postponed.
What we really need now is to have the stadium sealed again, as qng001 has pointed out. The last time we sealed was in 2000 when the handrails and ADA restrooms were added.
Yup. Also, going through the process of resealing will address a lot of other repairs (sealing expansion joints, fixing any cracks, repairing any hardware related issues from handrails to seats, etc).
Maybe a resealing bid could also include installing bleacher backs with the seats being removed during the process.
