    Proposed Rule Changes / to speed up play

    Report: NCAA Considering Rule Changes to Shorten Football Games (msn.com)

    The group will consider using a running clock after a team converts a first down prior to the final two minutes in each half, not allowing teams to call back-to-back timeouts and eliminating untimed downs when a foul is committed as time expires to end the first and third quarters.
    I don't really have a problem with these proposed rules. I think the clock stopping after a first down might need to be for the final four or five minutes of each half.

    Should just go to something like CFL timing rules in the last 3 minutes of each half and stop the clock after every play until the ready signal with a 25-second play clock. Clock would start on the snap for plays ending out-of-bounds. And require a snap if there is time left on the clock at the ready for play.

    I disgaree with the automatic carryover of a penalty to the next quarter though. Offended team should get the option to use to their advantage to either carryover to the next quarter or play an untimed down. In weather impacted (particularly wind) games, this proposed rule could result in a disadvantage to the offended team.

    Just steal the clock from soccer, with slight modification. Two halves of 40 minutes each (40 minute half time). Never stop the clock (which is why the time is 10 minutes longer). No stoppage time. No injury time; though, stopping it for this could work, but the player can't play the rest of the game. One overtime of 15 minutes with no stopping the clock. Then no clock and back-forth scoring from 20. Keep play clock at 25 seconds and it starts on ref signal. So, a regular game would be max 2 hours.

    TV timeouts are why games take so long. The college rules are just fine.

    TV timeouts keep the lights on. But I agree there should be some adjustments.

    The article attacks TV Timeouts and Video Reviews.
    States cutting 2 TV Timeouts per half would trim 12 minutes. Says they could easily run more in-game ads between plays.
    I like the idea of 90-second limit for each review. Also, don't stop the game unless it's a clear and obvious error.

    That's just ridiculous. Does this include halftime?

    Here's some ideas I like. (none are my original thought)
    1) Cut halftime from 20 minutes to 15 minutes (NFL is 12).
    2) Make TV timeouts a Max of 90 seconds each during play each quarter. Between quarters there can be 2 min 30 secs.
    3) Networks add in-game ads / 15 seconds each. This can be used during change of possession situations and replay reviews. These ads take up most of the screen with the game action in a smaller box (think picture-in-picture). Redshirt does not have to come out for these.
    4) Replays are more NFL-Like / Most plays a coach has to challenge before the next play. If Sky Judge sees an obvious error, he can stop play (before next snap) and the review is capped at 90 seconds. Coaches have 2 challenges per game and can earn an additional with 2 challenge wins.

    I don't believe Judy's TV deal is "paying the bills". Possibly the water bill, but not "the bills".

    And that's why most conferences now require a TV timeout to be taken when a replay review starts.

    If the real object of the rule changes was to shorten the length of game, shortening halftime would be the obvious change. But that would take away from TV commercial time, so that won't be touched. These changes are to decrease the number of plays in a game.

    Exactly! This has NOTHING to do with dragging out play and EVERYTHING to do with making the most of commercial time. Unfortunately Tech who makes almost zero money off "TV" time get's lumped in with those who make billions from TV time. Our football games last 30 minutes to an hour longer than they should and our baseball games (ZERO TV money) are running 30 minutes less than they should.

    Not all visiting teams lockerrooms are conveniently located. It takes at least 5 minutes to and 5 minutes back to get to the Fresno State lockerroom.
    In D2 some of the teams have to walk across a track and two practice fields to get to the gym when they dress. For that reason, the clock does not start until the teams reach the door to the gym.

    I'm still waiting to see a new rule that requires any "injured" player that has to be helped from the field sit out a full quarter of play before being allowed to return to the game. I'm tired of watching players FAKE injuries for strategic game purposes, then lay on the field for 5 full minutes, and then watch them return to the field of play on the very next series.

    College football wastes far too much time on "injured" players that aren't really injured. And this would be a good rule for players who ARE really injured too. It gives the medical staff more time to evaluate a player who really is injured.

    Should it be 15 minutes of game time or 15 minutes in real time? In real time 15 minutes is

    1. Long enough for a thorough evaluation
    2. Potentially long enough for a couple of series at least.

    15 minutes of game time could be 45 minutes to an hour in real time.

    If the goal is to properly determine a players condition, option 1 is plenty. If the goal is to stop rampant flopping, option 2 is best.

    Go with 15 GAME MINUTES Option. Flopping is a REAL ISSUE in college football, and it needs to be stopped. By making a player sit out 15 GAMES MINUTES, flopping will finally be a thing of the past. Furthermore, if a player has to be helped from the field, he has no business being back out there in 15 real time minutes anyway. If the player is healthy enough to be back out there in 15 real minutes, he should have never laid around on the field like a pig in mud in the first place.
