CenterPoint Energy Gas Transmission is going to start construction on a new, 42" diameter high pressure gas transmission line this fall in North Louisiana. It is going to run from Carthage, LA to Delhi, LA. The route takes it south of Shreveport, Bistineau, around Hodge, LA, and on into Delhi.

The reason I bring this up is that pipelines of this size aren't built just every day and it really is an impressive site to see this type of work if you get the chance. We will be doing a fair number of directional drills and the drill hole is supposed to be around 5 ft. in diameter! I'll try to keep folks informed, but if you get a chance to go out and see some of the equipment they will be using in this project, you ought to take advange of it.

Also, if you see any trains going through N. LA toward Minden or coming up from Baytown that are loaded with large diameter, red coated (FBE- Fusion Bonded Epoxy) pipe, it is probably ours. The last train I saw was a couple of weeks ago and it stopped in downtown Shreveport on the way through and was stacked 9 double joints per car.

The overall project is 173 miles with two compressor stations - one near Carthage and another near Vernon.

I have heard of the project. I'm not sure, but didn't a fellow Dawg here in West Monroe do the surveying for you guys? Is the final tie in with Columbia Gulf?

Knowing how much survey work he does for us, I suspect that he did. Jimmy goes to him on every project I've known him to manage and wouldn't expect this one to be any different.

Per the FERC filing (which is public record), we will be taking gas from Duke Field Services, Houston Pipeline, and Enbridge around Carthage and will be delivering to Texas Gas, Trunkline, and Columbia Gulf on the east end. Most people don't realize just how much gas moves through the pipeline corridor east of Monroe. This project is filed for around 1.3 BCF (that's Billion Cubic Feet per day) and Gulf South is building a competing project along the same route that is also 42".

This is definitely a booming time for pipeline construction that I haven't seen in my short (10 year) tenure in the industry. In addition to these projects, there is going to be another 42" line built by SOMEBODY from around the termination of our project to Mobile and CenterPoint and Duke have announced open season (what's the interest) in a 1,600 mile 42" project from around Midland, TX to western Pennsylvania! It is my understanding that the mills are all booked for close to 3 years and companies are having to go to Greece and India for pipe and the Ukrane for plate!

For an industry that has had so much pressure in downsizing for so many years, this is truly an exciting time!

CenterPoint Energy & Duke Energy Gas Transmission Continue Developing Pipeline
HOUSTON – Aug. 23, 2006 – Southeast Supply Header, LLC, has signed an agreement with Florida Power and Light Company (FPL) for firm transportation service on its proposed pipeline that will bring natural gas from east Texas and north Louisiana to growing U.S. markets.

The agreement subscribes approximately half of the planned 1 billion cubic feet per day capacity on the proposed Southeast Supply Header pipeline, which is expected to be in service in June 2008.

The agreement is contingent upon a decision by the Florida Public Service Commission for FPL to recover the costs it will incur under the agreement. That approval is expected in the fall of this year.

During an open season held earlier this year, a number of other shippers expressed interest in the project. Southeast Supply Header, LLC, is continuing discussions with other interested shippers for the remaining capacity on the pipeline.

The Southeast Supply Header is a joint venture between subsidiaries of CenterPoint Energy, Inc. (NYSE: CNP) and Duke Energy Gas Transmission (DEGT). The 270-mile, 36-inch diameter pipeline will extend from the Perryville Hub in northeast Louisiana, which is owned by CenterPoint Energy’s subsidiary, CenterPoint Energy Gas Transmission Company, to Gulfstream Natural Gas System, which is 50 percent owned by an affiliate of DEGT. Along the route, the Southeast Supply Header will access several major pipelines serving the eastern United States and have access to several storage facilities.

“We are pleased to have FPL anchoring the Southeast Supply Header,” said Cy Zebot, chief commercial officer of CenterPoint Energy’s pipelines group. “The level of FPL’s commitment is essential to achieving the scale needed to support the capital investment required by such a project. “This pipeline will help manage the growing appetite for natural gas in Florida by providing access to natural gas onshore production from Texas and Louisiana, by significantly increasing natural gas deliverability into both pipelines that serve a majority of Florida, and by enhancing supply security and reliability when weather events threaten production in the Gulf of Mexico,” said Terry Morrison, vice president of FPL’s Energy Marketing & Trading division.

“We are very pleased to have reached this agreement with FPL,” said Guy Buckley, group vice president, DEGT. “The demand for natural gas continues to grow in the Southeast and FPL plays a critical role in serving this region. The Southeast Supply Header will ensure reliable access to growing supply regions through interconnects with major interstate natural gas pipelines and provide supply diversity for southeast and northeastern U.S. markets.”

In June and July of 2006, Open Houses were held along the pipeline route to introduce the project to local communities and begin the collaborative work necessary to design a route that strikes a balance among affected landowners, the environment and construction requirements.

The pre-filing process with the Federal Energy Regulatory Commission (FERC) has
been initiated, and an application is expected to be filed in November. Once the project is approved by FERC, construction is anticipated to begin in the November 2007 timeframe, with an expected in-service date of mid-2008.

While you guys are drooling over the Centerpoint Pipeline, 2 more Tech engineers are designing another 500 mile 42-inch OD gas pipeline cruising just north of Ruston right next to ANOTHER big inch pipeline project by another competitor. A third Tech engineer is replacing a crude oil pipeline running to El Dorado from Shreveport.
