Seems like they should have let Cohen's team go through the stuff they took before they got it, just to make sure there were no documents related to wedding plans or touchy-feely stuff with her family.

The State Department wasn’t doing a criminal investigation - that is who she turned her emails over to. The FBI was, and they are the ones that found the emails.
