    Audit finds university failed to report thefts

    A state compliance audit has found the University of Louisiana at Monroe failed to enforce existing policies and put forth additional effort in trying to locate a portion of more than $578,000 in missing property.The audit, conducted for the university by the state Legislative Auditor's Office, also found that university officials failed to notify state auditors and the Fourth District Attorney's Office of more than seven thefts of state property costing more than $6,000.
    The audit, which was released Monday, was conducted at the request of ULM as part of a review of internal controls within the University of Louisiana system of institutions.
    The audit found that ULM reported $578,000 in missing property in the last three years, which included $380,000 in missing computers and related equipment and lab and network equipment totaling $131,000. However, state auditors cited the university's lack of effort to find missing property in the report.
    "It appears a major problem occurs when the personnel responsible for safeguarding property items fail to report items received, missing or moved to other locations in a timely manner to the property control manager," the audit states.
    "Furthermore, once the annual inventory is taken and items are identified as unlocated, the property control manager either does not perform an extensive search or does not always receive timely assistance from ULM personnel to locate the items."
    The audit also found that thefts of ULM property were reported seven times over the last two fiscal years at the university, but those thefts weren't reported to state authorities.
    "As a result, the university is in violation of state law," the audit states. "Furthermore, the delay in notifying the president of the number and type of funds or assets misappropriated could subject other assets or critical information to an increased risk or loss."
    In his response to the audit findings, ULM President James Cofer said after discussions with state auditors the university has substantially increased its investments in building security and safeguarding of university assets. Cofer said he has also implemented formal written policies to ensure thefts are reported to the proper authorities.
    "In July 2005 the university adopted expanded Property Control Policy and Procedures," Cofer said in his response. "This policy will be expanded to provide that any unlocated property will result in reduced funding to that budget unit in the future."
    Cofer said ULM Assistant Physical Plant Director Chris Ringo would be responsible for compliance and monitoring ULM's corrective actions.
