    it is a conditional rule based on the count. it should say "wait for your pitch when you are behind in the game."

    basically, when people are behind in the game they feel more pressure to do everything with every pitch. people are more likely to chase an outside slider if they feel they MUST get that hit. rule 15 is to remind you that you have a better chance of getting on base and scoring if you don't chase a bad pitch and instead wait for a good pitch to hit. even if that means taking a strike on a 1-0 count.

    Thanks. Your version of the rule is certainly a better wording.
