No, deep state is not equal to establishment. Deep state is acting outside of your legal or stated capacity to run portions of the government (or influence portions of the government) that are designed to be run or decided by elected officials. The budget bill is an example of the establishment. They voted for something in their legal capacity (even if it is garbage). They can be held accountable by being ousted from office in the next election. This is how this is supposed to work.
