I directed the Department of Homeland Security (DHS) and the Federal Emergency Management Agency to coordinate this Government-wide response. This includes fulfilling our legal and moral obligation to make sure we appropriately care for unaccompanied children who are apprehended, while taking aggressive steps to surge resources to our Southwest border to deter both adults and children from this dangerous journey, increase capacity for enforcement and removal proceedings, and quickly return unlawful migrants to their home countries.

Off the top of my head:
Consolidate departments.
Expand remaining/new departments power by deregulation (remove limits).
Increase funding.
Increase technology
Increase personnel 1000x (and double pay and great requirements).
Change training. (Falls into the deregulation.)
And for the sci-fi fan in me, a border fence outfitted with a CWIS at every mile point. But really, a modern Hadrian's Wall. That includes a township/city/whatever every 30 miles along the border and everything that would entail.
(This all includes border with Canada, too.)
I do have an idea for military use, but a lot of the above would have to be implemented first for that to even be a consideration.
Yes it is.
Boots on the ground may slow, but won't stop the illegals from crossing. And it will get expensive. And it may put a few soldiers' lives in danger.
So....I propose minefields and motion-detector activated machine guns.
With warning signs written ONLY in English.
