    A Ruston legislator says if the Louisiana House Republican delegation has its way, there could be no capital outlay funds available for the state’s next fiscal year.

    Rep. Hollis Downs, R-Ruston, said the House took up House Bills 1, 2 and 3 last week.

    “We discussed HB 1, the appropriations bill, from about 9 a.m. until about 6:30 p.m. last Thursday,” Downs said. “There were several attempts at amendments, but it basically passed pretty much as Gov. Blanco sent it to us.”

    Downs said the bill included provisions to provide full funding for higher education.

    “We have a formula for funding higher education, but as a rule, for at least the last 30 years, most schools have only received about 80 percent of the current formula,” Downs said. “Louisiana Tech was one of those schools.” read more
