I will add that 4 years ago we replaced our delivery system with a new model. When that happened, we had to drop a lot of people from eligibility. That is part of the reason there is a growing number of mentally ill on the streets with no services. We can now only serve (with our general revenue from the state) the most severe of the severly ill.
I know the mental health business well, so I use that in my examples. I have worked for other types of programs in the past, though, and it is all about the same.
