    "phase out" means "get rid of" to me.

    What would Tech's geographic footprint be? According to most here, it's all of North Louisiana.
    Not sure;

    According to the Louisiana Community & Technical College System Lincoln Parish is in the Northeast region, which has Delta College and Northwest Technical College (just south of Monroe);

    According to ULS Lincoln Parish is in Northwest region; which has BPCC, Southern-Shreveport, and Northeast Technical College

    Here's what I don't understand... If Tech meets these requirements, then we get to raise tuition... Great! But we don't get an increase in state funding? To my knowledge, TOPS (the state) only covers a certain amount of tuition which is the same amount at all state schools... So after a student's tuition is reduced by the fixed TOPS amount, someone with TOPS at LSU has to pay more out of their pocket than someone from Tech who would have to pay more than someone from ULM etc... So Jindal rewards success by allowing schools to increase "taxes" on their students while failing schools still get more funding from state taxpayers??? Is this how y'all understand this?

    Yes. They will allow the increase in tuition, but TOPS stays the same. Remember lsu trying to get TOPS to cover 100%?

    Not sure, funding formulas were not really addressed by Tucker, and I thought I remember the formulas being changed a few years ago and the ULS not propping up underperformers as much.

    I think the underlying goal is for the 4-year Board to say here's the formula for each SREB level and how much you get from the state; if you meet these goals and standards you can raise tuitions but you are not getting any extra from the state (project based grants and capital expenditures aside).

    It's similiar to a "pay" for performance system (pay not being state funding but total acheivable incoming cashflow).

    This is just wild supposition, but reading between the lines this really seems like the goal of these recommendations.

    I heard on the radio recently that their is a plan to change the state constitution so that all budget cuts won't fall on education and healthcare. Don't know how much more leeway it will give for cutting "protected" programs though.

    For years we have been told by the leges that, because of our state constitution, when revenues decline the only place they can make major spending reductions is in higher education and healthcare. This is a total lie...

    I don't want to get off track but why do you say that? It is true that the budget of most programs are protected. Understand that protected doesn't mean the same as immune, budgets of other programs can be cut but they are usually limited, but the constitiution does state that programs cannot be cut by more than 5% over 2 years;

    Senate Bills 1 and 2 that would allow up to 10 percent — rather than the current 5 percent — of each state statutory dedication to be cut when there is a budget deficit. Chaisson’s SB2 would eliminate state law that says no more than 5 percent of statutory dedications can be cut over two years.
    Also, I heard a state senator this morning saying that the unification of the school higher ed boards probably won't happen since it would take another ammendment needing 2/3rds majority and that this was brought up years ago and failed.

    It's a myth. C.B. Forgotson breaks it down very well:

    What’s dedicated?

    Of the $30 Billion in the current state budget, $3.9 Billion or 13% is constitutionally-protected.
    Of the dedicated funds:
    – $3.3 Billion (85% of the constitutionally-dedicated funds) funds public elementary and secondary education’s Minimum Foundation Program (”MFP”) which is approved by the leges.
    – $318 Million (9% of the constitutionally-dedicated funds) pays the annual debt service on state borrowing (bonds).
    – $115 Million (3% of the constitutionally-dedicated funds) pays the supplemental pay for municipal policemen, firemen and deputy sheriffs.

    What’s not?

    Of the $30 Billion budget 87% is NOT constitutionally-protected.
    NGOs (non-governmental organizations) and other local pork barrel projects in the Operating and Capital Outlay budgets are NOT constitutionally-protected.

    The constitutional scapegoat

    The constitution is a convenient scapegoat for the governor and the leges’ lack of political courage to set priorities. Especially, since none of them appear to have ever read the document.
    As to the media, I can only assume that they are poor at math.

    Martin says the move will save the school $10 to $15 million.
    Oh, puh-leeze. That aint sacrifice -- that's budget dust!


    Martin's new plan also calls for a possible partnership between LSU and Louisiana Tech.
    Not sure if I should be excited about that or not.

    Either Martin wants to get his hands on Tech's resources or he might genuinely see the advantage in having a strong #2 school in the state to help them fight the politics and problems that arise from having too many others 'sucking at the tit'. We have all said that Tech makes a great case for a strong partner in N Louisiana and if we had their resources, etc. Maybe this guy reads the BB&B!!!!

    I will remain skeptical until more details emerge. I would be very, very surprised, however, that J Davison(hence forth know as King James) would allow anything but great things to happen on our behalf in BR. He is as connected as it gets!
