If you want everybody to speak english, then pass a law for it.

That's cool if people want drivers to speak English, whatever... BUT, if there's no law for it, the cops can't give out tickets for it. This is pretty simple.

They were ticketing them for their own good. Officers aren't paid to understand "NO MAS, NO MAS!!" even when it's hollared out.

I would assume that if folks can't speak English, then they can't read it either. If a driver can't read road signs (and especially the emergency signs), then they should not be behind the wheel of a moving vehicle!!!
