Promoting sports programs for women? - Yes
Penalizing the men in the process? - No

When I first saw the title of this thread, I thought "is this a serious thread?" How many of you were female students prior to 1972? That's what I thought. And note I said "students" not "student athletes." That's because Title IX was aimed at gender discrimination in federally funded educational institutions, not at equity in sports. Although it is true that Title IX's greatest impact was on women's sports, its original intent was to stop discrimination policies (or implicit policies) in other areas such as housing, course availability, etc.
Why Title IX? Heck, why the Civil Rights movement at all, for that matter. Weren't things better before? Maybe for most of you guys. But, not for the other half.
Talk to women from that era--they will tell you their stories. Talk to our own Mary Kay Hungate (Asst. AD). She will tell you of the need for Title IX.
Now, don't misconstrue my comments. I think that our Athletic Dept. having to consider adding a women's rowing team, in the name of equity, is silly. But, why Title IX? Stupid question.
I think you know what I meant, but just in case, I was referring to athletics.
The football team earns the bulk of the revenue out of all the sports. They aren't doing anything the other athletes don't do, but the difference is not in their action but in the inherent money making ability of the sport. People watch football.
You got it right on the budget, which just highlights my point about forcing equal participation.
Exactly, they just show up. Just because people prefer football though, doesn't mean that the school should neglect it's obligations to other students. And really, since fans are bias, it's okay for the school to be bias? Beyond having the best equipment, the best looks, etc, the perks should come after the needs of other sports are met. Helmets in softball are more important than a QB getting a steak dinner with all the fixings (if the school is paying).
I really don't think you can say that baseball's lack of budget is because we have a women's basketball or softball team. By some of the logic here and else where, baseball shouldn't be relegated to club status since it's not a revenue generating sport.
So this is something I'm thinking. For men, there should be football, basketball, baseball, hockey, golf, soccer, swimming (and everything associated), and track avilable. For women, there should be basketball, softball, soccer, swimming, golf, and track. All other sports should be relegated to club level sports with some, but minimal, funding (say $12,500 per sport, not including salaries). Now, ALL money is in a giant pool that all sports pull from. There are two of these- one for needs and one for wants. It is ran by a board consisting of all AD, University president, 2 faculty members, 2 alumni, 1 student rep, 1 independent accounting firm that's a non-voting member... I think I need to stop here, too man other details to hammer out with an iPhone!
That tis bit is with Title IX being revoked.

I'll grab a quote from one of your favorites:
All, too, will bear in mind this sacred principle, that though the will of the majority is in all cases to prevail, that will to be rightful must be reasonable; that the minority possess their equal rights, which equal law must protect, and to violate would be oppression.
