But look at the markets. UT, A&M, Baylor (for what they draw) all share the same market (a big one).
TT has . . . Lubbock. Nebraska gets you the whole state, but even that doesn't compare to eastern schools. ISU gives you very little. MizzU and UC give you something decent. OU and OSU together give you all of Oklahoma, but that isn't a hugely populated state.
On the other hand, in the Big 10, you've got Chicago (and the rest of the state) lined up, all of Michigan, all of Ohio, all of Minnesota, all of Wis., a good portion of Pennsylvannia, all of Indiana.
TV contracts are all about eyeballs (potential eyeballs).
