Which law gives the president absolute power to make changes to the oil industry without congressional approval? Because, the Congress was controlled by Democrats, so they would have had to agree to this policy...."But, of course, no one will stand up and admit that."
Straydawg, in 2003 the Mineral Management Service considered requiring acoustic triggers but decided against it since the industry argued that it was unnecessary and too expensive. In 2003 the repubs controlled both the Congress and the WH.

So why didn't they change it in 2006 when democrats took over? Why wasn't obama aware of this regulatory oversight?

That is just ignorant! This oil spill isn't Obama's fault and Katrina wasn't Bush'. We've needed to fix our energy problem even before Jimmy Carter's follies. American companies should have been drilling here and drilling now in areas the dems/socialist/IGore types wouldn't allow for decades. Dems/Libs/IGores should have allowed nuclear energy to expand in this country as well. The pattern of wrong decisions goes bad a long way. And 2 major spills by the O&G industry after almost 100 years, hundreds of millions of wells drilled and billions and billions of miles transporting raw crude, gasoline and natrural gas is a drop in the "barrel" . Period! There's not a human alive I know that wants an oil or gas spill/disaster on this planet except for probably radical muslim and greenpeace terrorist and those seeking to benefit politically and financially from catastrophes and chaos. BP and/or TransOcean messed up bad and will pay dearly as they should. But they nor other O&G companies fall in the mix of folks I just stated.

Are you saying that, when Bush was president, the MMS was more concerned about the possibility of oil leaks from deep-sea leaks than the MMS was when Clinton and Obama were president?
