I personnally don't think there is a snowball's chance in H3LL that both the B12 and BE fold. The remnants of both conferences will probably fight tooth and nail remain relevant and keep their AQ status until the next review. I read in one of the many articles over the last 48 hours that CU's buy out of the B12 was approx $10m. If that is multiplied by 5-7 times, then the B12 could dangle some immediate income to the best of MWC, WAC and regionally acceptable CUSA schools.
Now a BE and B12 merger could definitely be interesting. Hard to speculate on this but I think the BE would definitely be for combining the leagues.
For the NonAQ, I think the MWC stands a better chance at coming thru this in better shape ahead of CUSA and WAC.

If that were to happen, we would have to hope the SEC expands and grabs four from the ACC or they add a 10th school, perhaps Memphis, to form a five-team western division.

I also read that CU doesn't have the money to pay for that payout...

Kansas State and UConn in the same conference...
If 9 of 12 vote for disbanding, there is no exit fee.

not sure how it works in that case. If it's a texas school, you can bet that school would have PROFOUND pressure to vote to disband...even if it was for their detriment.
Pac-6 all vote yes
Mizzou and Nebraska vote yes
ISU: definite no
Baylor/Colorado/Texas Tech: likely all no.
Kansas: possibly a yes if they get to go to the BE.
If the conference disbands dispite the 4 no votes, the money wouldn't go to teams that have subsequently left for other conferences...which all of them would.

The Big 12 would need a waiver to survive, but just might be able to get it. A couple of months ago, Teddy Greenstein of the Chicago Tribune told ESPN radio that the NCAA has told the conference commissioners that any of the conferences that were gutted because of expansion could get a waiver to survive. They would need a waiver with just 4 schools. If he knows what he's doing Dan Beebe will have a contingency plan and would have already contacted the NCAA.
However, the Chicago Tribune reported this morning they have a source telling them that the Big 10 might just invite Nebraska and stop at 12. If the Big 12 still lost 6 to the Pac 10, they would have 5 members. As I understand it, they would not need a waiver with 5 that have been together at least 5 years.
The $70 million they would gather in exit fees could be used to pay the up front costs of starting their own TV network. They would pay those costs rather than have Fox/NewsCorp pay the costs and own half the network. That's how the Big 10 did it.
It would not reap the type of revenue the Big 10 network would reap, but then again, the league would not have to share half the profits with a TV partner. It could be very lucrative.
