Re: Latest on Higher Ed Funding

Several years ago, while completing my MBA at LSUS, I participated in a marketing study for LSUS to look for ways to increase its footprint in NW Louisiana. As a case-in-point, LSUS' enrollment has basically remained unchanged from its inception in 1967 til today: about 4,000 students. We gathered a ton of data about all schools in the state....

Doing this from memory, but as I recall, a large % of Grambling's enrollment is non-residents (of Louisiana). In fact, in terms of %, GSU has the highest out-of-state enrollment. I'm sure someone could Google this and find the exact numbers....

Louisiana has the lowest, or among the lowest, out-of-state fees. If all schools could/would increase that, to match the national average, or maybe the regional averages of neighboring states, that would help.

True, although it may also hurt Tech's enrollment. Many of my engineering classmates came from Arkansas and Texas.
    Jordan Mills on choosing Tech:
“It’s a great experience seeing them play. It was a good atmosphere. The fans stood up the whole game and never sat down. They have a great fan base.”

    • 54% In-state students
    • 46% Out-of-state students

How to get an out-of-state waiver at Grambling? Let me count the ways... (Basically everybody gets the waiver)

For tuition purposes, new students from other states (U.S. citizens) may be considered residents of Louisiana when registering for admittance to Grambling State University provided they satisfy the following minimum criteria:
    1. Students must first satisfy the admission requirements of the institution.
    2. Additional minimum admission criteria include First-time freshmen

      Spring & Summer 20010
      a) ACT of 17 (SAT 820) and GPA of 2.5 (un-weighted, on 4.0 scale), or
      b) ACT of 18 (SAT 860) and GPA of 2.3 (un-weighted, on 4.0 scale), or
      c) ACT of 19 (SAT 900) and GPA of 2.0 (un-weighted, on 4.0 scale).
(Note: SAT requirement is the combined Verbal and math scores)
      Fall 2010
      a) ACT of 21 (SAT 980) and GPA of 2.5 (un-weighted, on 4.0 scale), or
      b) ACT of 22 (SAT 1020) and GPA of 2.3 (un-weighted, on 4.0 scale), or
      c) ACT of 23 (SAT 1050) and GPA of 2.0 (un-weighted, on 4.0 scale).
(Note: SAT requirement is the combined Verbal and math scores)
Transfer students (who have completed at least 12 credits of college level work):
      a) Cumulative GPA of 2.5 on college level work, and
      b) Have no need for developmental course work, and
      c) Be eligible to return to previous institution.
Spirit Group. A student with high achievement in dance, cheer, debate, music, band, orchestra, choir, theater performance, Sports Radio Network, or SGA administration may be granted in-state residency if that student’s performance will improve the educational opportunities of other students. The student must satisfy the previously described requirements and meet each of the following criteria:
      a) High achievement in the appropriate performance area
      b) Cumulative GPA of 2.5 and at least 24 semester hours of college work. If applying prior to entering college: un-weighted GPA of 2.5 (4.0 scale) in high school.
      c) Demonstrate leadership
      d) Receive a satisfactory rating in a personal interview with the Admissions Committee.
    3. Students must earn 12 credit hours each semester to be eligible to continue this resident fee status. Note: Students in the Spirit Group have additional conditions to meet. (Please contact the Admissions Office for details).
    4. Students may remain eligible to retain the waiver as long as they maintain satisfactory academic progress as defined by Grambling State University (this includes earning a minimum 2.0 GPA each semester).
Non-academically, a student will qualify regardless of high school or college GPA (transfer student) if:
    1. One of the biological parents graduated from Grambling State University
    2. Living with a biological parent who is an established resident of Louisiana
    3. Parent is a current member of the armed forces (not Reserve or Guard) and the home of record is Louisiana
    4. Student receives an associate or higher degree from Grambling State University.

I had an out of state waver at Tech. I would've have been able to afford it if I hadn't.

    Southern U:
    - cut School of Architecture
    - cut/merge 16 degree programs
    - lay off 50 employees
    - freeze 50 vacancies

"As for the School of Architecture, Lomotey said graduating about nine students a year does not justify its nearly $1 million cost during tough times."

The same day LSU officials discussed gloom-and-doom budget and layoff scenarios, the LSU Board of Supervisors on Friday approved a bevy of pay raises, most within the athletic department. The pay increases came amid talks on how to handle $133 million in possible systemwide cuts next year. They also signed off on increasing tuition by 10 percent on LSU campuses starting next month.

Senior Associate Athletic Director, Verge Ausberry: raise from $130,000 to $165,000
Senior Associate Athletic Director, Mark Ewing: raise from $155,000 to $172,000.
Women’s Assistant Basketball Coach, Travis Mays: raise from $118,000 to $140,000
Men’s Assistant Basketball Coach, Lynn Nance: starts at $150,000 ($10,000 more than his predecessor)
Volleyball Coach, Fran Flory: raise from $100,000 to $115,000
Men’s Golf Coach, Chuck Winstead: raise from $105,000 to $120,000
Associate Vice Chancellor for Communications, Herb Vincent: raise from $160,000 to $172,000
Provost, Jack Hamilton: starts at $280,000 annually ($20,000 more than his predecessor)

LSU has thus far eliminated more than 300 positions on campus, most of them vacant. About 240 more staff jobs on the main LSU campus would be lost in the budget scenario presented.

Unfortunately, the cuts “will most assuredly fall on the backs of students.” Additional academic programs would be eliminated, but which ones were not spelled out in the presentation. But the abolished programs would be in addition to the already-proposed closing of LSU’s School of Library and Information Science and bachelor’s degree programs in German and Latin.
