The vortex is of your own making. Seems to me that if you want to give God credit when people's lives are spared from perilous conditions, then you also have to give him credit/blame when they are not. If you believe that he makes no mistakes, then you can just say that God thought that the death of these children and the suffering of their families would serve God's plan. That is a twisted God to me, but at least the theory is sound. If it is part of his plan, then the parents could not have done anything to prevent it (unless God is not omnipotent).

Maybe the "Big Guy" knows that there's a part of those kids that doesn't die ....but it's still a sad reminder for everyone else that adults/parents have to be risk managers

I don't know what God wanted- I don't think anyone here could answer that question. I do know that God allows man to have free will and as such there are consequences to our actions that may have not had anything to do with the plan that God desired for us.

There are generally 2 schools of thought to this question. The first is that one's destiny is pre-determined by God, and the second is that God is letting the whole thing run on chance (although He can intervene if He so chooses).
Anyway, in an infinite universe like the one we live in, in some other Hubble's Sphere, those children are still alive and had a wonderful day on the Red River.

The theory is that quantum superpositions undergo a collapse into a definitive state at the exact moment of quantum measurement. Thus, when the children were observed (by themselves or another observer) as drowning/being dead all other quantum superpositions ceased to exist.
