I think the university may have already purchased the property along the south side of Louisiana.
Off the top of my head, this is what I remember seeing the last time I walked by the area a couple weeks ago:
The apartments and the houses on the south side of Louisiana are vacant and stripped of all appliances, utilities, etc. (the block east of Keeny Circle)
There was a land swap between the Islamic Center and Louisiana Tech proposed in the Legislature during the 2010 Regular session, but the bill was not passed. The Islamic Center would have acquired land along California Avenue & Carey Avenue as a result of the deal. The Kappa Sigma house is boarded up and their fence has been torn down.
The building next to Kappa Sigma is one of the Center for the Blind's buildings that is also vacant.

Dear Alumni and Friends:
As Dean of the College of Engineering and Science, I am proud to announce the
Campaign for a new Integrated Engineering and Science Building. I am convinced that
this building is the single most important need in our college at this time.
Louisiana Tech’s College of Engineering and Science is already regarded as a national
leader in engineering and science education because of its integrated and
projects-based approach. Unfortunately, our facilities have not kept up with our
academic reputation. This building will provide new active learning space for first and
second year engineering and science students, for the first time since Bogard Hall was
opened in 1940. The modern facility will also serve as an excellent recruiting tool for
our college, especially in East Texas where many high schools have outstanding
facilities and where many of our peer colleges have also recently built new facilities.
The three-story building will be located in the new Enterprise Park, adjacent to Bogard
Hall, and will feature new active learning class labs, shops and meeting rooms for
engineering, math and science classes.
With our economy just starting to rebound nationally and higher education in the state
of Louisiana preparing to receive still more cuts in funding, some may question the
timing of such an undertaking. However, I also believe that there are moments in the
life of every college when a collaborative effort, such as a capital campaign, can make
the difference between greatness and excellence. I think that we have arrived at that
moment and hope you will work with me and our Campaign Committee to raise our
facilities to the same level of excellence as our academic programs.
The power of partnerships is unlimited. Please help us accomplish together what we
cannot do alone.

Campaign Goal
This modern 60,000 square foot, three-story building will be located in the new
Enterprise Park, adjacent to Bogard Hall, and will feature new active learning class
labs, shops and meeting rooms for engineering, math and science classes.
Construction costs for the proposed building are estimated at $15M (2009 estimate).
Subsequently, renovations and improvements to Bogard Hall will be planned.
Funding requests include:
$7.5M from private/external support
$7.5M from state capital outlay

Students now have it way better vs when I was there.
If I end up comin back there for a while, I'll be a regular (assuming it'll be ready during that time).
I'm all for having the mcallisters. But I still don't get why we'll have two sandwich places now, one in student center and now mcallisters in Tolliver. My vote goes for having a Mediterranean place or a mexican place to take the spot of the sandwich shop in the student center
