The problem, Blue Laws. Because bars and restaurants close down in Ruston at 12am, kids drive out to Rabb's, 3Docs, or Monroe. Downtown Ruston is next door to Tech's campus. It's very walkable from the dorms. Just get rid of the Blue Laws and allow more bars to open near campus.
This needs to be changed!

Sec. 5-3. Closing hours.
Between the hours of 12:00 midnight on Saturday and 6:00 a.m. on the following Monday morning, or between the hours of 12:00 midnight and 6:00 a.m. on the following morning, it shall be unlawful for any retail dealer to sell, offer to sell, dispense or give away any beverages of either low or high alcoholic content within the city. If the sale of low or high alcoholic content beverages and/or admission or cover charges to the facility constitutes a majority of the gross receipts of any retail dealer, then at the hours set forth in this section, the business establishment shall be closed and the dealer shall cause the customers and patrons to leave the premises not later than 12:15 a.m., and shall securely lock all of the entrance doors to the building or other facilities where the high or low alcoholic beverages are sold or dispensed.

They have drinking and driving in places that have no blue laws, so I don't think it is relevant.
I have absolutely no sympathy, empathy, or respect for anyone who drinks and drives, whether they get caught or not. It's really quite simple to avoid and the level of arrogance it takes to put yourself in that situation blows me away.
If you drive yourself somewhere, don't drink while you are there. If you plan to drink when you get somewhere, then don't drive yourself there.

The reality is that the average drunk driver is caught after the 1700th time. Does the Ruston newspaper publish the names and punishments for drunk drivers?

When I first moved to Ruston the Blue Laws made no sense to me, and they still don't make any sense to me. But maybe that's because I grew up in New Orleans. The fact is no matter how you think about it, the Blue Laws are hurting Ruston. By closing all bars at midnight, it's forcing all the students to drive outside of city limits to drink, depriving Ruston of tax money and creating a serious drinking and driving problem among students returning from Rabb's, 3Docs, etc. If Ruston simply pushed back the closing hour from 12:00 to 2:00, the normal closing time of the bars around Ruston, then it would fix both problems. Students would walk to bars around campus, possibly in downtown or in its own college bar district around Dawghouse. And the money spent by students would stay in Ruston and create more tax revenue for the city. Heck it could even help downtown more by creating a much needed nightlife.
But because the old blue hairs of Ruston want to impose their lifestyle on everyone else then the city of Ruston is being hurt. If they don't want to drink then that's their choice, but they shouldn't keep me from drinking just because of their moral values. You don't need laws to keep yourself from following your moral values, you need self-restraint. Don't create laws that produce more problems for the city.
