Obama was clearly trying to play catch up, and it showed badly.
It seemed to me that Romney just wanted to agree with the Obama foreign policy agenda so the election will ONLY be about the economy. He was just going through the motions last night and trying to bring up the economy as much as possible.

Syria: Same policy
Bin Laden: Obama did the right thing, but we don't need to piss off Pakistan anymore
Libya: Obama did the right thing (he didn't bring up misleading Americans about the Youtube video for some reason)
Iran: Sanctions are good, but should have been sooner and harsher
Al Qaeda: Just killing leaders with drones is good, but we need to change the hearts and minds of the radical Islamists
He was making a point that the biggest difference between he and Obama was the economy/debt. Good strategy IMO.
