What Guiss is saying that if there were no stimulus things would have gotten much worse as far as jobs lost but the jobs saved wasn't worth the price tag. He's dead wrong but that's what he's saying.
Actually, the study shows that more jobs were lost BECAUSE of the stimulus than were gained. You should read the article.

How will teapublicans stick it to Obama next? Clearly they enjoy trying to make life miserable for the President. I'm sure the teapublicans will find yet anotherway to distract the public from what they say they came to Washington for.....JOBS.
Nobody has the power to make obama's life miserable. On the other hand, obama certainly has the power to affect other people's lives, which he seems to enjoy doing.
