The estimated improper payments for fiscal year 2014 were attributable to 124 programs spread among 22 agencies. The reported government-wide error rate was 4.5 percent of program outlays in fiscal year 2014 compared to 4.0 percent reported in fiscal year 2013. The increase in the 2014 estimate is attributed primarily to increased error rates in three major programs: the Department of Health and Human Services’ (HHS) Medicare Fee-for-Service and Medicaid programs, and the Department of the Treasury’s Earned Income Tax Credit program.     Congress does not create jobs. However, the very first legislation brought up, a "jobs bill", was defeated by Democrats. Democrats that trumpeted to the highest mountain that they were proud to defeat it.


    Congress does create an environment where jobs get created.

    January
    The House passed a bill encouraging business to hire veterans.
    The House passed a bill encouraging research into low-dose radiation.
    The House passed a bill encouraging the improvement of tsunami detection, forecast, warning, research, and mitigating program of NOAA.
    The House passed a bill to reauthorize the National Windstorm Impact Reduction Act.
    The House passed a bill to change the PPACA (Obamacare) requirement of 30-hours as full time to 40-hours.
    The House passed a bill approving the construction of the Keystone XL Pipeline.
    The House passed a bill to enhance the ability of small businesses to access capital and reduce their regulatory burdens.
    The House passed a bill to improve permitting process for natural gas pipeline projects.
    The House passed a bill to give runaway and homeless victims of human trafficking enhanced services (along with a host of other human trafficking related bills).
    The House passed a bill to make the approval process for exporting natural gas easier.

    February
    The House passed a bill to repeal the PPACA (Obamacare) and part of the HCERA.
    The House passed a bill to help small business understand regulations and make it easier for them.
