A poor state overfunding too many universities vs population is a set up for failure.
We need to do something like UT System did with UT-Rio Grande Valley.

Consolidate N Louisiana Schools - LA Tech, ULM, LSUS into one Louisiana Tech University. The administration of the three schools would be consolidated into Ruston. Shreveport and Monroe would have a dean to oversee day-to-day operations.

The University of Texas Rio Grande Valley (UTRGV) is a state research university with multiple campuses in the Rio Grande Valley region of Texas; founded in 2013, it entered into full operation in 2015 after the consolidation of the University of Texas at Brownsville, the University of Texas–Pan American and the UT Regional Academic Health Center - Harlingen.
