During this time of greater than 9% unemployment, Dick Morris reports today that the top 20 White House staffers are getting an average pay raise this year alone of 48%! The arrogance and condescension of this "George Jefferson" in the White House continues unabated - and the press is silent.

Don't you mean an 8% raise? Probably the WH staffers are "excepted employees" of the civil service. Usually they come in at some GS-11 or so level and after one year are promoted to the next GS level. Most government employees get step increases in their grade the first few years even if they do not have a grade increase.

OPM is listed as an "Independent Agencies and Government Corporations" under the Executive Branch.

But I don't think the President actually sets the pay. It seems to set up pay based on market value and reports it to Congress.
