I think the local business leaders want LaTech to take over because of its progress in the midst of crises and on account LaTech's interest in forming a top-tier university in NORTH Louisiana. LSU is not going to do that.
At the town hall meeting, DR mentioned progressive promotion of colleges in S'port. He mentioned (going from memory): a law school for north la, a school of optometry, school of performing arts, and another engineering tract (mineral?).
