Without looking it up, it sounds like it could be Tulsa. They weren't any good in the WAC but became a powerhouse went they left for C-USA in 2005.
RC figured it out back a couple of posts.
Take out the former sunbelt schools and CUSA is at 84.4 without Tulsa and with Rice admittedly under ranked, although I realize that doesn't count for anything...

I think he has Tulsa overrated. (but Rice underrated)
I'd say Fresno State is a bit more overrated than Tulsa is at this point.
G5 teams still on the board when BYU comes off are Northern Illinois, Louisville, Boise State, Tulsa, and Fresno State.
