I think Vegas is trying to make a buck. I don't try to understand Vegas' motives, beyond the obvious. They certainly don't follow any scientific system, algorithms based on real facts. The closest I've seen in sports is the handicap system in thoroughbred racing, setting "the morning lines." Since it's pari-mutuel and the "house" gets a percentage of the pool, they don't care how the winnings are distributed. So, they operate a realistic, accurate methodology.
Vegas lives to entice people to bet, and so setting the lines for individual games is designed to get ding-a-lings to bet money on 18-22 yr olds.
As for this game....I'd say for all intents and purposes, it's a toss-up, comparing the teams. On a neutral field it should be a "pick-em" game. Flip a coin. But, Vegas doesn't take into consideration the distinct homefield advantage, especially for UH, and doesn't even KNOW, let alone consider, the intangibles. All things considered, I say it's UH -17

You won't find many Greenpeace lovers in our neck of the woods or on the Gulf Coast in general. Unlike California's liberal government (note their yearly destructive and life threatening fires), we know how to manage our forest. And we manage our sea life and future seafood pretty dang well down here too.
