Well, what if you are not a US Citizen, but are here legally? Well, you have a student visa or work visa or some such documentation which states you are okay to be here. So, answer "no" without fear.
So...it begs the question, who could possibly be afraid to answer the citizenship question? Can someone help me here? I can't think of a single legit person who should fear that question.
