But it makes sense that it's just a short-hand for "the merits were considered but weren't sufficient." It's dismissed on merit because there wasn't enough "merit" to win the case (might be a way to explain it, but the explanation above is from an actual attorney so probably more precise).
PA Secretary of State resigning for not advertising a constitutional amendment as required so a referendum could be held. That referendum will now have to be delayed two years because the amendment has to be ratified again in the next two legislative sessions before it can be voted on by the people. That's how constitutional amendments have to be handled in Pennsylvania.

If your contention is that the losers of this election have to do more to prove fraud than just claim it happened, you're exactly right.
If election officials have declared the results were fair, I certainly would need to see some clear evidence otherwise to disagree with them.
Maybe this wasn't for me, I don't consider myself a left-wing nut. But I don't know what arguments in this thread this story would stand against from anyone? If they go around making up stories about Hugo Chavez's ghost altering the machines, I think we've seen that they are inviting a lawsuit (which they'd deserve).
There may have been manipulation of voting machines in the 2020 presidential election. That may or may not be proven. The mathematical evidence is pretty damning, however.
No such mathematical evidence has been revealed regarding New York's machines in this congressional election.
But even without that, state "election officials" in multiple states violated the Constitution by conducting an "election" not in compliance with laws passed by their respective state legislatures as required. Results in those states should not have used to determine electors since the results from those electors were not "regularly given".
In addition to that, there was plenty of conventional voter fraud and election fraud to go around in those same states and possibly many others.
I feel the same about this alleged voter fraud in NY as I do about the national election. Show the proof in court. Until that happens. . . I don't buy it.

We've been "mailing in" ballots since the Civil War in one way or another. We have voter registration rolls. We've been vetting this stuff for a long time. 2020 was merely a difference in degree. I'm sure that caused problems. Most likely resulted in some votes counting that shouldn't have here and there. Probably resulted in some votes not getting counted that should have here and there. Probably got Trump a few votes he might not have got otherwise. Certainly got Biden some votes he might not have got (but not because of any real unfairness, if anything it should have gone the other way given the age demographics of Republicans v Democrats, but Trump wasn't good on the messaging).
So "not largely legit?" No, I think most of them were fine. Even if they went for a candidate I wouldn't have voted for myself.
There were people who have never voted before who voted for Trump. There were people who never voted before who voted for Biden. It was a polarizing election. People were at home, with time to think about the election, and obsess about the election, and post on message boards about the election, and binge-scroll tweets about the election, and read explainers on how to vote by mail. It became a whole big story/political act in itself to vote by mail for some reason (well not for "some reason" because it was made into one).
And yeah, they made it easier to do. So that's going to make a difference. Of course. But that isn't fraud. They would have checked those votes against the registrations (and probably the addresses, etc). Not voting before doesn't mean you aren't allowed to vote now.
Trump was the most divisive awful president ever. That is why people voted Biden.
