Biden did not exempt Congress. Congress and the judicial branch exempts themselves by not being part of the executive branch.

Who in Congress hasn’t? Biden and Harris got theirs in public.
So, does the EO just not include them, or does he lack authority? If he doesn’t have the authority to implement this with 2 branches of government which employ far more than 100 people, then how does he even think he has that authority with the general public?
OSHA is an executive agency. OSHA’s employer rules not apply to Congress because the United States is not an “employer” under their administration.
It is a very basic concept.

I haven't read enough to say one way or another whether the push through OSHA regs is legit or not. I am curious why going this route instead of same route used for MMR, polio, DTaP, Tdap, HiB, and others.
Normally vaccine “mandates” are state regulations because they are intended to prevent the spread of illnesses in schools.
Not all kids are eligible for this one, for one.
And for two, this one isn’t actually a mandate - you have an alternative - to test weekly.
