Clinton-Gore did the same thing in 1996 to enhance their reelection chances. They depleted the reserve to drive down the price at the pump to appease the consuming public. Of course the GOP trotted out RINO, boring Bob Dole so Clinton didn't really have any competition anyway. (Note: I respect Dole's service to our nation during WWII for which he was badly wounded)
Then Clinton failed to restore the reserve because by doing so would have driven the price back up and Clinton didn't care about this nation's oil reserve. So, it fell to Bush II when he became POTUS in 2001. Bush started building back the reserve and he was crushed by the libs and the lamestream media for "catering to his friends in big oil." No, he was repairing a huge mistake made by Billy Boy Klinton.
Biden is many times worse than Clinton so nothing stupid he does comes as a surprise.
Maybe by the time they bleed through all the SPR they'll have their offshore wind farms up in the Gulf (-:.
