I don't know. That's a question for them. That facility doesn't directly impact recruits or student-athletes, but they could claim it indirectly does if they want.
That facility is primarily for big donors and corporate sponsors (whoever the 13 suite holders are), and it pays for itself and more over time. Then the media and coaches in the booth benefit. Then there's the lobby area that offers a smaller area than the DAC to use for whatever. Maybe they'll host basketball recruits up there because it's smaller and overlooks the TAC. I don't know, but recruiting is not the purpose of the pressbox/suites facility. That's what the DAC is about.
Big picture: It shows future conferences we are committed to DI athletics.

It's part of the facility arms race. It was built to show off to other universities that we can raise money for projects and spend it.
It's a way to show recruits and others interested in Tech we got nice up-to-date facilities for ALL of our football PROGRAM.
It shows D1 recruits we are committed to a complete game-day experience.
06, you need to get out more often here in the off-season and get some fresh air.

I refuse to be drug into to this -- having been to a lot of great stadiums and a ton of pathetic ones ( Nevada comes to mind) and of the opinion that athletes pay attention to where they will play improvements in facilities absolutely make a difference --but I am not going to give my opinion
