In 2016, [the Big Ten], Big 12, Pac-12 will have 9-game league schedules; ACC 8 + Notre Dame. Look for SEC to have 9 as well.

Does that means at least two, if not all three non-conference games will be power-puff games?

It means that all the power conferences are closing ranks in order to limit cash flow out to the smaller conferences. Who needs a money game when you can play Kentucky, Ole Miss and Missouri for free.

I think the next change will be to eventually expand the playoff to 8 teams. With a twelve game schedule and a conference championship game, the national title contenders would be playing 16 games, an NFL schedule.
